Half-baked thinking gone out of control! Let’s toss logic out the window!
This is my response to Rex Nelson's out of control thinking that he introduced into the public record to change the zoning use table. My opinion is written in parenthesis.
Commissioners, Staff, and Citizens, I'm Rex Nelson (strange thinking, but he still has that right), Sebastian
In one sentence: Process industries (what industry does) do not belong in IL, Industry Light, zones and especially not near (not in my back yard) established neighborhoods. (Unless it is along the rail)
Section 911.11..... IL. –Light Industrial District To provide limited manufacturing and promote the establishment of employment centers to urban services and facilities, the area labor force, the local industrial and business markets, while minimizing the potential for any adverse impacts upon nearby properties.
Let's abide by those words so truly light industry will locate here.
Process industry products weigh tons (like elephants); IL products weigh pounds. (Like mice)
I appreciate Mr. Boling's (making his county staff work on this in spite of it being wrong) appropriate Staff presentation and response to my request of you at the March 6 BCC meeting. Limiting my words to the Public Discussion's 3 minute guideline handicapped me. Today I back up the key points to this issue.
Process industries are hazardous to nearby life (should say flawed logic is hazardous the people of the city and county). That's why they are almost universally located far away from residential neighborhoods (unless they have to move heavy materials for public safety and to cut back on traffic and emissions) in Heavy Industrial Districts (There are fertilizers plants in residential neighborhoods), and well buffered from fumes (what fumes), dust (that is sucked up into vacuums) and noise by (1/4 mile from Rex's house) distance and intervening buffers. (Like the walls, trees, baffles, and plants all part of the proposed plan by Ocean concrete) Brevard County is a recent example of taking such action. (Facts please, please tell us more about this) The opposition says dust is no problem, one reason being because we still have unpaved gravel roads. (No unpaved roads anywhere near this plant) Although two wrongs don't make a right, (you are so far the only one wrong) why is this file of news articles and letters on pollution already two inches thick? (Because you have scared everyone and have the city commissioners asking people to write in without any evidence) The Stuart government is currently levying air quality fines ;( I live in Stuart and we have 6 old style batch plants and I haven't heard that one) a Brevard shop keeper must close the doors when action is heavy. (Heresay where the evidence is) Lake County has recently levied fines for hours-of-operation violations. (Did you even ask what hours this plant is going to operate or are you speculating again)
My research (one sided research) indicates vegetation has almost no effect in reducing noise. (That's why towns and cities use plants to mitigate sound all over the world) Planting palm trees as buffers makes miniscule sense. (Local vegetation makes no sense) OSHA's requirement for trucks and front loaders to beep, beep, beep when they back up is extremely annoying to nearby neighbors. (What excuse are you going to try next, it's for safety)
Process Industries are so highly automated that they employ very few. (A lot has changed since Rex was a boy nowadays any job is a plus)
Process Industries (what industries do) are notorious for going out of control. (I think you are the one who is out of control) A recent video showed thick dust all over school buses in a parking lot. (Yea, the very ground you are walking on was made by that type of dust) The children and drivers had to be hospitalized for respiratory illnesses. (Evidence omitted) The process went out of control. One sees other examples too frequently in the media. (Scare tactics)
Process Industries almost always need railroads along side to carry the heavy input ingredients (Yes, the truth comes out) and their output. It's one thing to have fast trains running by the neighborhoods. (You should have did some research before buying near the tracks) Very different and more annoying noises come from rail cars bumping into each other when they couple up – and often in the middle of the night.(they haven't even opened yet, are you a physic?) Process industries' voracious appetites for water – especially concrete (except the ones that use the new reclamation standards) and pulp & paper, mentioned (as a ploy to gather objection) in Mr. Boling's report, lower the aquifers; (we have the largest aquifer in the country) thus potentially drying up our homes' wells. (yea, this is more speculation)
Elevated storages (I refuse to call them "silos') (that was Rex's words not mine, those silos are to keep the cement from blowing in the wind) require IRC building height exemptions. Let's keep our skylines low. (What about the blue water tower that you can see from way out in the sea)
I urge you to accept Mr. Boling's (and my flawed thinking) Staff (objected and would not help him) recommendations as an important action to protect (that creates emission and traffic problems for) IRC citizens and allow for smart growth (violating the land constitution is not very smart); ensure that only truly light (In weight) industries are allowed to locate in IRC Industrial Light districts.
Thank you for your time and attention (to these out of control speculative tax payer money wasting ideals). I request these comments enter the public records (So history can show my flawed reasons for violating Mr. George Maib's rights).

ReplyDeleteHe slung dirt and seculation just like the witch hunts of early america. What does he have to do to see it was stinking thinking. Maybe if he was to hold Maib's head underwater he could prove or disprove his claims?
